Car Insurance Philly is a referral service. It connects drivers in Philadelphia, Pennsylvania with licensed insurance agents, by phone and through the request form on this site. It is not an insurance company, an insurance agent or a broker, and it does not sell, quote or issue insurance or advise anyone on which coverage to buy.
That distinction matters, because insurance is a regulated business. In Pennsylvania a producer is the person or organization authorized to sell, solicit, negotiate and service insurance policies for an insurance company, and the Insurance Department keeps a public search of who holds a license. This site holds no such license and does none of those things, so it says so plainly.
Call to be connected with a licensed Pennsylvania insurance agent. The call is free.
How a call works
- You call the number on this site, or send the request form. Either way your request comes to Car Insurance Philly, not to an agent.
- We note how to reach you, the ZIP code where the car is kept and what you want to ask about. We do not quote prices or tell you which coverage to choose.
- We pass your request to a licensed Pennsylvania insurance agent, and the agent contacts you.
- The agent explains the options and prices them with the insurers that agent can sell. Any quote, application, binder and policy comes from the agent and the insurer, and you decide whether to go ahead.

Why this site explains the rules
A driver who knows the rules asks better questions. Pennsylvania requires $15,000 and $30,000 of bodily injury liability, $5,000 of property damage liability and $5,000 of medical benefits, and it makes every policyholder choose between full tort and limited tort. The pages on car insurance in Philadelphia, cheap car insurance, quotes, companies and best car insurance set those rules out so that you arrive at the conversation with an agent knowing what to ask.
The pages explain what the law says. They do not tell you which coverage to buy, and no page gives a price, an average premium or a quote. Advice about your own policy comes only from a licensed agent.
Where the information comes from
The rules described on this site are taken from the Pennsylvania Insurance Department, PennDOT, Title 75 of Pennsylvania’s Consolidated Statutes, the Pennsylvania Bulletin, the City of Philadelphia, the Philadelphia Parking Authority, the Philadelphia Municipal Court, the state’s crime reporting figures, the Pennsylvania Auto Theft Prevention Authority and the U.S. Census Bureau. Where a newspaper’s reporting is used, the newspaper is named. Rules, fees and figures change, and nothing here is legal advice or advice about your own policy. Confirm anything you rely on with the agency concerned or with a licensed agent. To report an error, use the contact page.
Check any agent’s license with the Insurance Department
Before you buy from anyone, including an agent this site connects you with, look them up. The Insurance Department’s company and agent research page links to a search that finds a licensed company, producer or agent and verifies the license status, along with a tool for comparing consumer complaints against companies and a search of enforcement actions.
If something goes wrong
A complaint about an insurance company or an agent goes to the Pennsylvania Insurance Department. Its Consumer Services Bureau takes complaints and questions through the online portal linked from the Department’s complaints and help page. Car Insurance Philly is not a party to any policy and cannot settle a dispute about one.
Call to be connected with a licensed agent, then check the agent’s license before you buy.
Questions and answers
Is Car Insurance Philly an insurance company, agent or broker?
No. Car Insurance Philly is a referral service that connects drivers in Philadelphia with licensed insurance agents. It does not sell, quote, bind or issue insurance, it does not recommend any insurance company and it gives no advice on coverage. Any quote, application and policy is between you, the agent and the insurer you choose.
Who answers when I call?
Car Insurance Philly does, not an insurance agent. We take your request, which means how to reach you, where the car is kept and what you want to ask, and pass it to a licensed Pennsylvania insurance agent so that the agent can contact you. Only that agent can quote a price or advise you about coverage.
Does it cost anything to call?
No. The call is free and there is no obligation to buy anything. If you go ahead with a policy, the premium is set by the insurer and paid to the insurer or its agent in the way they tell you. Car Insurance Philly never asks you for payment.
Will I get a quote from this website?
No. The site gives no quotes and no prices of its own. A quote comes from a licensed agent or an insurer after they have asked about your drivers, your vehicle and the address where it is kept. The Pennsylvania Insurance Department describes a quote as an estimate that may change during underwriting.
How do I know the agent who contacts me is licensed?
Check for yourself. Ask for the agent’s name and the name of the agency or insurer, then use the search linked from the Pennsylvania Insurance Department’s company and agent research page, which verifies license status. Do that for any agent, however you found them. The same page links complaint and enforcement records.
What happens to the details I send through the form?
They are received by Car Insurance Philly and passed to a licensed insurance agent so that the agent can contact you about car insurance. The form asks only for your name, how to reach you, the ZIP code where the car is kept and what you want to discuss. Do not type policy numbers, license numbers or payment details into it. The privacy policy says more.
